Enugu State Proposes Law To Curb Ritual Killings, Tighten Control On Traditional Healers

Following shocking revelations involving Onyeka Obu, also known as Ezeani—a native doctor accused of burying victims, including a pregnant woman, alive for money rituals—the Enugu State Government has introduced tough legislative measures to tackle illegal spiritual practices and related crimes.

On Wednesday, June 4, Governor Peter Mbah submitted an Executive Bill to the Enugu State House of Assembly titled the “Maintenance of Internal Security, Vigilance and Order” bill.

The proposed legislation aims to criminalize and eliminate ritual practices such as money rituals (locally known as okite), the creation of bulletproof charms (odeshi), and the exploitation of spiritual authority for unlawful purposes.

Key provisions of the bill include:

  • Mandatory registration of native doctors, herbalists, ezenwanyi, spiritualists, and other traditional practitioners with a designated state agency.

    • Penalties for non-compliance: Fines between ₦1 million and ₦5 million, up to two years imprisonment, or both.

  • Criminalization of ritual aid in crimes or attempts to gain supernatural wealth through charms or rituals.

    • Penalties: Up to six years imprisonment or a ₦5 million fine.

  • Burden of proof placed on any individual claiming supernatural powers when under investigation.

  • Severe penalties for ritual killings and related crimes committed on religious or spiritual premises, including kidnapping or other forms of violence.

    • Punishment: Up to 20 years in prison without the option of a fine.

    • Additional sanction: Forfeiture of any property used in the commission of such crimes to the state.

The proposed law signals a firm stance by the Enugu State Government against the misuse of traditional or spiritual practices to perpetrate violence and fraud under the guise of cultural or religious belief.
