U.S. Formal Vice President Kamala Harris delivered a sharp rebuke of Donald Trump and his allies, accusing them of executing a long-planned conservative strategy aimed at reshaping America through fear, division, and the consolidation of power.

Speaking Wednesday in San Francisco at an event hosted by Emerge—a political organization that trains Democratic women to run for office—Harris gave her first major public address since the Democratic Party’s defeat in the November election.

“What we are witnessing is a high-velocity event,” Harris said, “where a vessel is being used to rapidly implement an agenda that has been decades in the making.”

She argued that the tumultuous and aggressive nature of Trump’s presidency was not spontaneous, but rather a calculated effort designed to benefit a select group of elites.

“This is an agenda to defund public education, shrink the government, privatize essential services, and hand out tax cuts to the wealthiest,” Harris told the audience.

She further accused the Trump administration of creating a toxic political climate.

“They envision an America where truth-tellers are punished, loyalty is rewarded over merit, power is monetized, and ordinary people are left to fend for themselves,” she said.

Since taking office, Trump’s presidency has been marked by a barrage of executive actions—ranging from immigration and foreign aid to surprisingly specific regulations, like water pressure in household appliances.

While supporters praise his swift action, critics warn that the administration has consistently sidestepped democratic institutions and norms. Public concern is rising, especially over Trump’s erratic trade policies, which have sparked economic uncertainty.

Harris, who has maintained a low profile since leaving office in January, used the occasion to caution against what she sees as an effort to silence dissent.

“Trump and his allies are banking on fear being contagious,” she warned. “They believe that if they can make some people afraid, others will be too intimidated to speak out.”

Still, Harris ended on a hopeful note, praising a growing wave of resistance across the country.

“Fear isn’t the only thing that spreads—courage is contagious too,” she said. “And the courage of so many Americans is what inspires me.”

Although Harris has not announced any future political plans, speculation is mounting that she may run for California governor in 2026 or even seek the presidency in 2028. Her assertive remarks signal a possible return to national politics, and position her as a key voice challenging the legacy of Trump-era conservatism.
