Otti Commits To Responsible Borrowing, Says ‘Only When Necessary

Abia State Governor, Dr. Alex Otti, has reiterated his administration’s commitment to responsible financial management, stating that the state will only resort to borrowing when it is absolutely necessary.

Governor Otti made this known on Wednesday in Umuahia during a public lecture organized to mark his second year in office. The event featured former Finance Minister, Dr. Idika Kalu, as the keynote speaker.

Responding to points raised by Dr. Kalu, Governor Otti emphasized that borrowing must be done with caution and purpose. “We will not engage in reckless borrowing. If we must borrow, it will be strictly for necessary and impactful projects,” he said.

The governor highlighted his administration’s focus on financial discipline and accountability, which he said are crucial for moving the state forward. He noted that he has prioritized the payment of salaries and pensions, pointing out that it makes more economic sense to pay workers than to keep idle funds in bank accounts.

Looking ahead, Governor Otti pledged to dedicate the remaining two years of his term to deepening the reforms already initiated. “We are committed to institutionalizing these reforms. Together, we will make Abia a hub of innovative and transformational ideas. We will remain open to fresh perspectives because that is the path to sustainable growth,” he added.

He expressed appreciation to Dr. Kalu for honoring the invitation to deliver the anniversary lecture, describing the event as an opportunity for honest self-reflection and evaluation of the administration’s progress.

In his lecture titled “Two Years of Transformation: Sustaining the Momentum,” Dr. Kalu advised the governor to consider borrowing for projects that would generate long-term value for the state. He argued that borrowing, when done prudently and in the state’s interest, is not inherently bad.

Dr. Kalu also underscored the vital role of the media in driving development. “The media has the power to bring about national revival. Don’t assign them minor roles—give them prominent responsibilities,” he said.

He commended Governor Otti for the progress made so far, citing completed and ongoing projects across the state. He urged the administration to uphold the rule of law and lead by example, stressing the importance of punishing acts of impunity to ensure a modern, law-abiding society.
