Reform Gains Momentum as RoLAC Commends Muruako, FRC and BudgIT Sign Transparency MoU

The Fiscal Responsibility Commission (FRC) has entered into a landmark Memorandum of Understanding (MoU) with the BudgIT Foundation, marking a significant step toward deepening fiscal transparency, accountability, and citizen participation in Nigeria’s public finance management system.

The MoU signing ceremony, held at the Commission’s headquarters in Asokoro, Abuja, attracted key stakeholders from across Nigeria’s fiscal governance and anti-corruption landscape. The event was coordinated by the Strategic Communications Directorate of the Commission.

Speaking at the ceremony, Emmanuel Uche, Project and Component Manager for Anti-Corruption under the EU Rule of Law and Anti-Corruption Programme (RoLAC), commended the Executive Chairman of the Commission, Victor Muruako, for injecting renewed momentum and reform-driven leadership into the FRC.

Dr. Uche noted that although the Commission was established under the Fiscal Responsibility Act (FRA) 2007 to curb fiscal excesses and promote prudent management of public funds, certain structural and legislative constraints have limited its enforcement effectiveness. He stressed the urgent need to amend the Act to expand the Commission’s powers, particularly in the area of sanctions for fiscal violations.

“An institution established to curb fiscal indiscipline should not be weakened by legislative loopholes,” Dr. Uche said. “The National Assembly must consider targeted amendments that will empower the Commission to fully and effectively carry out its mandate.”

He added that strengthening the Commission’s legal framework would significantly bolster Nigeria’s fiscal governance system and reinforce ongoing anti-corruption efforts across the country.

BudgIT Commends Reform Momentum

Also speaking at the event, Deputy Director of the BudgIT Foundation, Vahyala Kwaga, applauded the Commission’s growing visibility and impact, noting that its work has gained renewed relevance under the current leadership.

According to him, Chairman Muruako has demonstrated a clear commitment to reform, fiscal discipline, and public accountability, positioning the Commission as a more active and influential player in Nigeria’s fiscal governance framework.
