
Lagos State House of Assembly on Monday engaged in an extensive deliberation on the report of the Joint Committee on Energy and Economic Planning & Budget concerning the approval of an Irrevocable Payment Standing Order (ISPO) for Messrs LEDCO Limited and LUG Limited.
The initiative is geared towards improving streetlight efficiency across the State through the replacement of existing public lighting with smart, all-in-one solar streetlight fittings.
A letter read by the Clerk of the House, Mr. Olalekan Onafeko, recalled that the Assembly had previously approved an ISPO in favour of LEDCO Limited for the execution of the first phase of the project, involving the replacement of 22,000 solar streetlight fittings.
Presenting the Committee’s findings, Hon. Sa’ad Lukman Olumoh, Chairman of the Joint Committee, disclosed that LEDCO Limited was allotted 90.9 percent of the project share, while LUG Limited was assigned 9.1 percent. He further clarified that LUG Limited is not part of the second phase, which covers an additional 20,000 units of smart solar streetlights.
Hon. Olumoh noted that only 5,000 units out of the 22,000 approved solar streetlights have been installed so far, adding that the contractor began accessing funds from the ISPO only between September and October 2025.
Lawmakers representing rural constituencies expressed concerns over the current distribution pattern and called for brand-new solar streetlights to be installed in deserving areas.
Following deliberations, the House resolved that the Committee on Energy should collaborate closely with the Ministry of Energy and the Lagos State Electricity Agency to ensure equitable distribution of the 20,000-unit Smart Solar All-In-One Streetlight Project across all Local Government Areas (LGAs) and Local Council Development Areas (LCDAs).
The Assembly also directed the Ministry of Energy to submit the total cost of the second phase of the project for proper legislative scrutiny.
Furthermore, the House considered and approved a monthly ISPO payment of ₦2,787,984,982.88, totalling ₦1,366,307,388.60, payable over 36 months for LEDCO Limited, as part of the second-phase financing. It also endorsed the request for the issuance of the ISPO.
Afterwards, the Lagos State Electricity Board was mandated to undertake strict supervision and monitoring of both the new solar streetlights and the already existing LED streetlights, particularly those sited in rural areas across the State, to ensure durability and optimal performance.
