Nerc: 5.36 Million Electricity Users Still Without Meters

The Nigerian Electricity Regulatory Commission (NERC) has disclosed that 5.36 million electricity customers nationwide remain without meters, leaving them reliant on often unpredictable estimated bills from distribution companies (DisCos).

According to NERC’s third-quarter 2025 industry report, released on its website, only 6.662 million of the 12.03 million active registered electricity customers across the country’s 12 DisCos were metered as of 30 September 2025, representing just 55.37% coverage. During the quarter, 228,614 customers received new meters, with Ibadan, Aba, and Abuja DisCos accounting for the highest numbers of installations at 23.38%, 20.81%, and 19.06%, respectively.

This marks a modest increase of 0.73% from the 226,959 customers metered in Q2 2025. However, nine DisCos recorded declines in meter installations, with Port Harcourt (-62.35%) and Jos (-61.68%) posting the steepest drops. In contrast, Aba (+173.45%), Abuja (+38.28%), and Ibadan (+17.72%) saw significant growth in meter deployment during the period.
